Is there any way to combine 2 tags?

I would like to check out the last production build, based on its tag, plus a set of newly modified files, about 40 of them, tagged by developers which need to be added to the production build. So I have already retrieved and set sticky tags on my working folder for the last prod build. Normally in the past I would painstakingly check out each file manually as developers wouldn't tag the files and would instead send me a revision list of the updated files to check out. How can I create a working folder comprised of different tags?

Sticky tags don't really do what you want. What you describe is a
change control system. Look through the info-cvs archives for
references to "submit/assemble" which has been used successfully for
several large projects.
