I have resolved this.
The template is downloaded at checkout and not maintained by the update commands. However, it does work, which is the main thing.

I had never set CVS_RSH to "ssh".
This change seems to fix the problem I was having.

I am trying to do create accustom template for the commit log. It works just fine on a UNIX / LINUX system, but I am having difficulty getting it to work in cygwin.
My cvs repository is remote and accessed through ssh.
Any ideas?
